Update on TB testing and procurement options

Feedback from AHVLA’s engagement with stakeholders in autumn 2011 has been used to help shape the further development of procurement options for TB testing services in England. Collated feedback can be found on the AHVLA website at http://animalhealth.defra.gov.uk/about/official-vets/newsitems/news-item14.htm.

AHVLA has continued to explore whether there are any other legally acceptable approaches which would assure quality and value for money, while supporting the agency’s wish to build strong collaborative relationships with veterinary practices.

This is being considered alongside proposals for improving surveillance, in which veterinary practices play an important role. AHVLA believes it has now explored all possible options for TB testing and has identified a limited number of options that are both legal and practicable. One of the options is the Delivery Partner model outlined to stakeholders last autumn: http://animalhealth.defra.gov.uk/about/official-vets/changes-to-procurement/stakeholder-meetings.htm.

As changes to the provision of TB testing is a strategic animal health issue, it falls within the remit of the newly established Animal Health and Welfare Board for England (AHWBE). Consequently AHVLA proposals for procuring TB testing need to be considered by AHWBE before being referred to Ministers. An options paper was presented to AHWBE in February and the issue will be considered further in March.

The proposals currently under consideration relate to England only. Welsh Government continues to review its options for the delivery of its TB surveillance policy.
