4. The PHS is operated by the Animal and Plant Health Agency (APHA), organised on a local basis.

5. Although the scheme is based on EU legislation and is primarily to facilitate trade to Member States of the EU, some Third Countries (including, but not limited to Korea, Iran and Malaysia) have specified compliance with the Directive or membership of the Scheme as a condition to export poultry/hatching eggs to those countries. Where this is the case, it will be included in the wording of the Export Health Certificate (EHC) for the country in question.

1. The payment of all fees to the OV for PHS work is a private matter between the PHS Member/exporter and the OV.
